European educational standards for basic and continuous training

This WP intends to draft and to pilot European educational standards for basic and continuous training for professional drivers that put a strong focus on

  • the consideration of EU VET developments by using the EQF approach as a common point of reference to pave the way for a common qualification level of professional drivers in Europe,
  • the connectivity of such a set of standards to existing national VET systems and the national realities in general,
  • applying the findings of WP 2 and 3 to this European VET scheme in order to make it more responsive to but also to allow a stronger link to labour market needs and
  • the ability to pave the way for further development of directive 2003/59/EC.

The standards will be drafted with the intention to support the effort to reach a similar qualification level of professional drivers in Europe and to offer enough flexibility to connect and to embed it to/into the different national realities and VET systems. The project partners will prepare a first draft based on their own expertise and on the previous project findings. This draft will be presented to the stakeholders from the partner countries and to EQF experts. The results of the consultation will be summarised and will build the basis for a second reviewed draft of the standards.

In order to pilot these standards, the national partners will develop different implementation scenarios on how the standards can be implemented in different ways at national level and by considering different national realities. They will be developed in close cooperation and in dialogue with the national stakeholders already involved previously and will later on be reflected and discussed during the European stakeholder workshop (WP5).

In addition a paper will be developed that reflects opportunities to validate non-/informal learning of experienced professional drivers without formal qualification in this occupation based on the European guidelines for validating non-/informal learning.
